The Bastrop City Council regular meeting is scheduled for October 13, 2026, at 6:30 PM in the City Hall City Council Chambers, 1311 Chestnut Street, Bastrop, Texas 78602; the agenda was amended to add items 8A and 8B. City Council meetings are available regardless of disability. For special assistance, contact the City Secretary at (512) 332-8800, write to 1311 Chestnut Street, 78602, or call Relay Texas through T.D.D. at 1-800-735-2989 at least 48 hours before the meeting. To speak in person, attendees must complete a citizen comment form and give it to the City Secretary before the City Council meeting starts. If unable to attend, comments may be submitted at CITYOFBASTROP.ORG/CITIZENCOMMENT at least two hours before the meeting; timely submitted comments will be given to Council and included in the public record, but not read aloud. In-person comments are limited to three minutes per person. During citizen comments, three-minute audience comments will be taken on any topic. If someone raises an item not on the agenda, the council cannot discuss it or decide on it at that time, except for a factual statement or existing-policy recitation; issues may be referred to the City Manager for research and possible future action. Citizen comments may not include profanity, physical threats, or other threats; violations may lead to loss of comment time and, if disruptive, removal of the speaker. Speakers will be asked whether they are Bastrop residents or non-residents. Consent agenda items are considered routine and may be enacted by one motion without separate discussion unless an item is removed for separate consideration. On the consent agenda, Council will consider second readings to amend Municipal Service Plans for two areas: about 12.95 acres known as “Burleson Crossing East,” east of Edward Burleson Lane and north of State Highway 71; and about 56.620 acres known as “Pearl River/Sendero,” east of FM 969 and north of State Highway 71. Other consent items include a resolution supporting the Bastrop Housing Authority’s application to the St. David’s Foundation Housing + Health Capital Call; a resolution approving the location of the BTX Love Locks Sculpture and authorizing the City Manager to execute a TxDOT Multiple Use Agreement; and approval of minutes from the September 22 regular meeting and September 29 special meeting. Under individual consideration, Council will consider Resolution No. 2026-142 to determine costs of proposed public improvements in the Valverde Public Improvement District, approve the Proposed Assessment Roll for Improvement Area No. 2, and make related findings and determinations under Chapter 372 of the Texas Local Government Code. Council will consider first reading of Ordinance No. 2026-40 to amend the Fiscal Year 2026 operating and capital budget, appropriate amounts in Exhibit A, repeal conflicting prior ordinances and actions, establish an effective date, and move the item to the October 27, 2026, City Council Consent Agenda for second reading. Council will hold a public hearing and consider first reading of Ordinance No. 2026-19 for voluntary annexation of about 221.825 acres known as “Bastrop West,” east of Farm to Market 20 and south of State Highway 71, with a proposed move to the October 27, 2026, Consent Agenda for second reading.
